Der Beitrag des Land- und Immobilienmanagements zur Energiewende

Abstract

The new energy policy 2010 of the German Federal Government pursues the ambitious goal to increase the level of renewable energies up to 18 percent of the overall gross energy consumption and additionally up to 35 percent of the power consumption until 2020. To achieve this goal the number of wind power stations has to be doubled until 2020 what is connected to considerable land consumption and land use conflicts. The land requirements are estimated at 6.000 km2 until 2050. With regards to the ambitious political goals on the one hand and the environmental conflicts, the problems of acceptance and the land shortages on the other hand, the question arises what regional planning and land policy land management have to be used to provide optimal locations for the wind energy use under environmental-friendly, efficient and socially fair aspects. The following article addresses the problems and fields for action for land management and realization concerning wind power stations. Strategies for proper land policies, suitable forms of governance, handling recommendations and proposals for a legislative further development of the legal instruments are presented.
