Abstract

The OpenStreetMap project offers geo data that is free of charge and accessible via the internet without registration or considerable delivery time. Furthermore, the project's community operates worldwide and is not bound to (differing) data gathering responsibilities or licensing philosophies of public authorities. These aspects are attractive for a research project like Regiobranding that aims at investigating characteristics of cultural landscapes in different German federal states and tries to transfer findings and methods to other regions (in Germany and abroad). However, OpenStreetMap data is gathered by volunteers. These voluntary mappers usually follow recommended mapping instructions. As following these instructions is not man-datory, data quality strongly relies on the mappers' skills and number. Consequently, assessing the data quality for a certain study area is crucial for using OpenStreetMap in real world use cases. This paper presents a quality assessment for OpenStreetMap data in the city of Lubeck in northern Germany, focusing on land use and land cover. The assessment is conducted by comparing OpenStreetMap with the authoritative data set ATKIS-Basis-DLM and by applying the quality parameters of completeness and thematic accuracy.
